This tells me how things are really in NijiEN at that point: management is utterly incompetent and does the bare minimum, talents are left to deal with their own. Elira pulls her and her friends weight so well they don't feel the need to work things, which turns everything into one simple rule: nothing gets done without Elira. Again, this is not an hostile power takeover, I'm trying to be fair, but pretty much this is the clique existing. Something like that can form innocently but creates an HUGE disparity between who is in and who is out. It takes one member of it to be a bitch and the bullying can easily exist.
I don't fully believe the bully to be Elira, surprisingly. I think it was Enna and Millie instead, wanting Ethyria to be bigger than Obsydia, for obvious reason. Selen wants to constantly excel, this is where the APEX predator comment is placed.
So Selen never gets help from the clique as it's decided she's out. She constantly bothers management who is used to the "Elira model" and it's now bothered by her. This is where the previous 'nothing gets done without Elira' comes back. Management expects Selen to change their own diapers, so they very possibly got the permits but never made a point of checking them out before the 24th. All evidence prove they exist. She promised her fans multiple times this is gonna be a Christmas MV, and she's gonna graduate shortly, this is the MOST important thing to her and probably her mental sanity, as she worked hard all this time for it.
