I remember an actual toku actor (Kenzaki from Blade's actor) took up vtubing with a toku character for a bit, have no clue if he's still going. considering how niche (male + toku) that concept is over here in EN vtubing, you'll probably have to dig through miles of JP indies to find something.

Would a tokutuber be popular? I'm a girl and I want to debut as a Vtuber this year but I can't decide on the design. I'm super into mecha and toku (mainly gundam and KR) but I thought basing my character around that may be too niche.

It's a bit niche.
Mecha pilot or mechanic is the theme I've seen the three or so more /m/ content appreciating EN vtubers I've found - Tsukimi B. Dohrnii or sylvieclos for example. The overall aesthetic is still very human.
Echo of V&U is an example of a robot but despite the doll joints, the avatar you see in most stream is still pretty human.
Most of the vtubers that I've seen that go full tokusatsu or robot are either male or babinikus. I think Brownie of nyoROBO (yes, the busty bunny idol is also a vtuber) is the only exception I can think of?

there was one particular vtuber that designed and made the models for a bunch of his friends only to get frustrated at his growth and become a babiniku instead... I forget what his name was. the models he made were actually pretty well done aesthetically.

All of them pretty much ceased vtubing activities now.

for this to work at the bare minimum is a tall fucking order.

Theirs a cowboy themed kamen rider pngtuber I've watched a few times. But they hardly ever stream. Seems pretty chill though.
