The branding was an issue, but there was also a problem of a badly botched launch. Hololive couldn't (and still hasn't, really) been able to explain to explain what makes them different from a regular Hololive JP generation. The rrat that ReGLOSS was intended to be more like Nijisanji (lots of collabs with men) also spooked fans, regardless of how fair or unfair it was, causing a lot of people to stay away from them at debut, which is the most critical time for a vTuber's growth.

The most positive spin I can think of is that they were intended to be a traditional idol group with a heavy focus on singing/dancing, but if so we're not really seeing big results. The thing is YouTube channels are critical to creating a fanbase that can then be relied to show up at concerts. If you botch their YouTube launch, it makes finding a concert audience much harder. In other words, I think Cover wanted to see if ReGLOSS could run and skip the "walking" phase which obviously hasn't worked out.
