I check all of HoloENs art tags regularly and let me tell you, that statement is nonsense. Right now I've just scrolled through each of their latest fanart for today and they all have a consistent mixture of "Really shit" to "Impressive" art. The main difference is the number of fanart they recieve. Gura obviously gets the most and there's a greater chance of something really good being drawn.
