Most Vtuber fans are current or former anime fans, it's adjacent to the Japanese anime scene. Chinese anime is basically just a cheap crappy knockoff and their Vtubers still feel the same way. Also you have to watch them on Bilibili, with a Chinese interface, if Holos were all on NND or something they'd be a lot less popular in the west. In addition a lot of countries have political tension with China and have started to despise anything Chinese in general.

Korea just doesn't really have a vtuber scene.

I've looked into mainlanders, and concluded that they're impossibly boring, and not worth indirectly supporting Xi Jinping.

Honestly there's very little to differentiate between them and the rest of the Korean Twitch/streaming scene. Unlike the western scene most Korean streamers don't show their faces and stream with a separate character identity in the first place.
Vtubers offer nothing special at that point other than that their character identity moves with live2d. And that's probably not a big enough draw for most people.
