Mori is, at max potential, on the same tier as the council (maybe even above some of them since I heard somebody said the council members confirmed that Mori can actually reap their soul, but I don't know the source of this so I can't confirm) since you can high-ball her to be the concept of death (even though she's not since she's only Death's apprentice, but for the sake of the argument let's assume she is "death").

To be honest, the council isn't anywhere near the top tiers in hololive since a number of holomems are god level and above (e.g. Haachama, Nene and Miko in her god form). But still, Mori is probably stronger than maybe 80% of all holomems so yes, she's one of the stronger ones.

The council is a powerhouse. They are god tier since they're all concepts.
If we count omega, i think she's the strongest lorewise.

This is true. The council are an embodiment created by gods and are on a level like Cali Miko or Ina as the servant of deities. Its likely on the same level of Shinto guardian gods like the entire Gamers gen. Gura has mentioned Poseidon as her dad and may be a DemiGod in a similar position to Moona (Moon Goddess incarnated in a human college student).
