Enma was a problem because they were so indistinct. It wasn't clear who they were or their relative position. As such when people had a gripe with management it was very easy to project that onto Enma because Enma could be anyone with any responsibility.

Who is behind Omega? Bet you good money its the lead manager for Council and they're someone who wishes they could be a talent themselves and so is trying to elbow their way in.
But it might not be. It could just be some other girl they've recruited who will start streaming at a later date.
Or it might be that the person who was gonna be Omega has quit for some reason and now they just have this loose end they've put all this effort into.

Either way Omega right now is sitting in the same problem spot that Enma was. Theres no certainty about them so its easy to project onto them.
