Yes, though this isn't 100% cover's fault.
They have to wait for any other parties involved to get back to them wrt lyrics, tracks, mixing etc. Each step is another party involved, and more waiting for each party to be satisfied with their part before proceeding onwards.
The reason Mori is able to get so much done so quickly is the fact that she can do the lyrics herself, some of the mixing in a pinch, and has close contacts that can get things done quicker.

Between mixing, writing lyrics, and singing, Mori does 2/3 of the process because she writes them herself and sings them. Sometimes she mixes them herself, and if she doesn't, she shakes down her old contacts like Kokoro Beats, Tophatham-ryo and Farhan for King.. The MVs are done by fan artists she commissioned herself and are under her employ instead of Cover. All Cover has to do is give the green light. If you want a smaller scale comparison of what Mori does, pay attention to Reine and she does the same thing. She always has Redshift as her mixer for all of her songs, and she writes them herself.

As for Irys, well Cover does everything and just sends her the sheet to sing to, then gets sent back to Cover to do their thing. I'm not sure how of a hand she has in the creative process, but unfortunately probably not much.
