Whenever the girls are drawn in a line up, Kiara or Calli is always last while Gura or Ame is upfront and Ina normally is in the middle but always interacting with the two ahead of her.

This was started since their debut days; Kiara and Calli were pushing their ship while Ame and Gura were collab ing, with Ina playing a bit with everyone but more with the latter pair. The Trinity and Takamori separations appeared at that time.
These "restrictions" were partially self-imposed and partially pushed by the audience. That is to say, they started as ways to build their characters but viewers pushed them to the max, where Ame shut down AmeSame early, and Kiara said she was only continuing the Takamori thing because that's what the viewers wanted. Kiara's outburst about bottom left and Ina refusing to show her forehead in her new outfit are also examples of chat pushing things too far, though they don't involve interpersonal relationships between the streamers.
The way to fix this is to try and shed off these restrictions by collabing out of their safe space, and you can see that the latter half of their first year, where they have been doing that (kinda), they've gotten closer.
