I know exactly who you're thinking of, and I've mentioned it before, but it seems like it's mainly in the non-marbles related streams that he gets a bit out of hand, since their isn't really a focused thing going on (i.e follow the rest of the chat with cheering for a "horse"). What I might do, before outright banning him, would maybe be lay some warnings down first, like telling him not to randomly bring up what happened in his last CS;GO round (unless for some reason I brought the topic up).
What I might also try for today's stream is something that may or may not work out, but I'll stream the "horse racing" section of the stream in a different category. Then only move to regular marbles when I do actual viewer races. It might prevent people from accidentally wandering in thinking it's a traditional marble stream and being too dumb to realise it even after I explain the rules (i.e. kids). The downside will be I don't know how well the discoverability will be in this category... Since it could still be possible to get well-adjusted viewers from the regular marbles category after all... But we'll just have to see I suppose.

I've always gotten the impression the best practice for learning a language is trial by fire, so pretty much anything that drags you kicking and screaming into a conversation should help to some degree. I know when people are learning Japanese I often hear them say they'll play children's games like Pokemon or Animal Crossing since the language is simpler in them, so it probably works for English too. Other people already recommended that kind of stuff though.
Honestly I think forgoing games and trying to do a zatsudan could be useful since you aren't going to be following the game's script, you have to form your own sentences there. Maybe make it clear it's (at least partially) English practice so people feel free to correct any grammatical mistakes you make.

theres been some collabs on other channels but nothing solo lately
for solo content I have stream plans as well new overlays and two new model reveals but not dates set because of ongoing health issues, though most people here have seen pictures of the new 3d
