Towa's personality does not attract all the memefags that watch chuubas only to spam HORNI, FLATre, PEKOPEKO etc. and after the accident idolfags also left her alone.
Sure, she will not be as big as other Hololive girls but what's left as her fanbase is bunch of understanding people that genuinely loves her and is super supportive. And honestly i'm fine with it - i'm pretty sure having a good community is bigger win for girls than hitting that 1mil barrier.

I would say 35ps are dedicated. I'm not sure how to rank the fanbase with metrics.
If I were to rank them based on content efforts within their fanbase ecosystem, I would say top 5 on top of my head.

Loyalty wise, the ones unshaken by rumours and solely dedicated to their streamer whatever the cost:
Kenzoku>35p>Marine>Kiara>Moona=Deadbeats

Kenzoku is a bit special since most fanbase material and effort are spearheaded by the foreigners, unlike Marine. If you're talking fanbase quality, definitely Towa's is one of the best up there, albeit can be retarded at times and they had to be scolded on every membership streams.
Other unmentioned Gen4 and Gen 3 is pretty good too, although their efforts are usually done behind the scenes. More of their preference staying low profile but pretty dedicated.
