I was mostly referring to Purin, Hanabi, and Meru because they're the least likely to socialize and collaborate on their own. Just going by their interactions so far, it seems like TsunDream is already extremely comfortable with each other. They act a lot like siblings on social media at least, and Yuuna and Miori are getting in on it too. My fear is new Tsunderia fans won't be able to come across the less social ones because they aren't as discoverable, and not getting new projects like MVs, merch, or new costumes as a result. I mean it really isn't fair as to how the algorithm works, but the talents themselves still bear the brunt for doing most of the work. Miori is honestly out here doing wonders; she's pumping out top grade covers and shorts and memes and networking and promoting like mad, Shiki doing basically the same to a lesser extent, but Aoi and Purin are just recluses.
I can't say anything for Purin since I don't watch her, but everyone acknowledges Aoi as being a fantastic singer, and that's kind of it. She has great karaokes and covers but otherwise only does zatsus and plays debuff rhythm games and is notoriously bad at Twitter reps.
I don't really know what management can even do in that situation besides make clips and try to shill them. Shiki actually does shill everyone else in Prism hard and it really hasn't done much of anything for them numbers-wise.

As for what management can do to help the talented recluses, they can give them projects like MVs or event/stream ideas to drum up excitement and anticipation. There are a lot of ways to help behind the scenes like that. I know Tsunderia especially prides itself on its hands-off approach and letting the streamers pursue whatever projects they want, but the antisocial ones aren't going to ask for help or guidance on those things, and are less likely to actually do them as a result. I have no idea if that's something they're trying to do and we just don't see it, but from an outside perspective it looks like they could be doing a lot more in that respect

When you have a limited viewer pool you can only do so much promoting others in your company. I know Miori has collaborated and tried plugging Meru here and there, same can be said of other companies as well such as with Kawaii with Nene creeping in on 50k subs and using her pull for Riena to get to 15k subs. Their goal didn't happen until a week or two later. When you can have some people or even luckily multiple people streaming to four digit viewers then it's much easier to lift others up. It becomes the most effective when you're at least the size of Niji EN seen when they were trying to lift Rosemi up with roping her into more collaborations and certain collaborations that could only be viewed on her channel.

Right now is the best time to get as many eyes on Tsunderia with the release of the new generation. Now let's see if they have anything next week to get the word out.

I think the biggest difference between Tsunderia and Shiki/Nene's efforts to bring up their compatriots is that Shiki and Nene have a lot of dead subs. Sure their total sub count is impressive, but a much smaller percentage actually watch their streams than for anyone in Tsunderia. So their ability to pull others up isn't that much greater, if at all, than Miori or Char doing the same. I do agree that the buzz around Tsunderia is bigger than it's ever been, and it looks as if everyone in TsunDream not only has vocal and mixing abilities, but also social media presence. I hate putting the girls down but Gen2 got announced to no hype at all, had to be vtweeters for a whole month before debut, and then when they did debut neither of them really brought anything spectacular to the table. Orla's design and mannerisms will filter most people right out the bat, and Hanabi is a hermit. That's just how vtubers are honestly. You'll have 10k subs up anywhere from 600~2k views on a video. It's not like typical YouTube content in which you could potentially get more views than you have subs, and when you do gain a lot of subs you'd still possibly get about one third or even half your sub count to watch your videos. I think total video views is important as well because not all schedules work for people. I've had to skip various Meru streams live because I was working during those times, but watched the VOD. I also watch the VODs of others as well. Sure you can compare live viewers versus subs with people like Gura and Kuzuha, but you'd also need to compare total views a few days later as well.

I just wonder what the typical sub to viewer conversion is on average for vtubers.

Personally I think Orla has a great design but it is hampered by a massive debuff implementation in the model. Look at her game sprite, she looks fucking amazing in the right style. The model front facing angle and stiff pose sitting prim and proper leaves little room for expression. It also flattens everything and wastes all the opportunity for depth with the chair item.

If anything the model should have been done with her reclining confidently on the chair at a slightly 3/4 angle, with legs crossed instead of knees together and elbows apart on some bon armrests, maybe with a cigarette holder in one hand instead of hands tucked on knees all prim and proper. Similar to her loading screen. The rigging could use more expression capture too, I bet she makes some great faces when she goes full toxic gamer in DBD. The character design is a great match for her but held back by the model pose and rigging.
