She's very awkward and probably doesn't talk much outside of streams, Gura confirmed she ghosted even Ame and whoever her manager was. She's also not as naturally funny or charismatic as other Holos, she doesn't know how to come up with comedic stuff on the spot and has a very tame submissive personality. Her recent Fortnite stream with Ame and her meme review really showed this fact. Compare someone like Marine or Pekora and how they interact to how Gura does it.
