The outfit and part of her bio was referencing China a bit and Cover didn't want to acknowledge them anymore, as to why the new default outfit is just an idol one now and Cover even slightly changed her bio to erase the Chinese reference. Cover usually pays the artists to make the new stuff to the characters, on top of the 2d rigger artists too. They won't really let you use your own money to pay for this sort of stuff since is quite a bit. Besides is your job too, you know? That's like working in an office and making you pay for a new chair.
So usually there's a cooldown period since it takes time and money to go through new features for a vtuber. Sometimes they make it so you have to wait your genmates to get their art and 2d rigging ready too so you could all debut the new stuff together. Also of course takes time to get new stuff so you actually use the new outfit a lot before getting a new one.

Cover only allows you to use your money for projects like commisioning songs, BGMs, logos, assets or especific art like for covers.
