That whole thing was solved in the Let's Play era of Youtube when a bunch of them would get copyright striked because they criticized EA or Activision in a video and it would rile up the internet until they backed down. Western companies also had a phase where they tried to normalize asking for streaming rights but it was mostly fought over Twitter with a bunch of "game devs" arguing they deserved royalties and getting laughed at by the entire Twitch community. If western companies could monetize streaming licenses they'd totally try to do so but at this point any company that tries will just be alienating the entire internet against them.

Japanese companies have always operated under super draconian copyright laws because there's no concept of Fair Use in Japanese law. These companies outright do sell streaming licenses which is how Cover managed to get Nintendo and Capcom streaming permissions years after the Holocaust, by outright buying them. Nijisanji has always operated this way so they've never had issues with Japanese game permissions outside of Atlus. It's just Cover's management being generally incompetent/clueless or Hololive just wasn't profitable enough in 2018 to afford the streaming licenses.
