The specific thing with Petra was that she was being hyped up as the Gura killer who would put NijiEN on an even footing with HoloEN, only to become the runt of the branch after it turned out not to be Mumei. Also, I saw someone recently claim that the furry was a salty ex, but I haven’t seen anything to back that up.

Kronii also similarly doesn't stream much (not remotely as bad as Sana but still pretty scarce and has frequent breaks) and often streams honestly boring games. You can applaud her for doing what she feels like and not participating in the meta but I've never had much interest in most of the games she plays, and she is unironically actually fun for Minecraft yet has dropped that entirely.

Bae is alright but has kind of a low ceiling where people just can't like her for her voice, her kind of lame/naive third wheel sort of manner, her shameless dragging of star into the picture etc. She's doing the best she can to please the audience that tolerates her, and growing by brute force of actually-streaming a lot to counter Council's malaise/un-hype.

Mumei/Fauna are both cases where they could have been Myth-tier hype/perfect if we did NOT know anything beyond their characters, but we do, so went into it with a very jaded eye seeing them as basically non-contenders for ever seriously liking or oshi-ing. However unlike the other three they do have inherently likable qualities to them and they, get this, they stream consistently. That's all it takes. They aren't super gung-ho like Bae but they are generally active-enough to remain relevant on peoples' minds and that's very important, otherwise you just literally get forgotten like Sana or start to get eye-roll "yeah sure, you just don't wanna interact with us I bet" kind of questioning of Kronii.

you can tell that both of them genuinely enjoy streaming and being in hololive. That shows in their work ethic by how consistent they are at streaming. Also shows during streams in how they interact with chat. IE: not acting like chat is children or horny men (mori/kronii). That's almost all it.
Everything else is kind of subjective, personal preference type stuff. Personally I find these two to also have the best voices of council and to be the least awkward.

That was only because there were a lot of newfags who only started watching when HoloEN was created and probably barely watch HoloJP. The JPs had their own fair share of Holos that collab with males or rumored to have boyfriends, some even go as far to say they are married yet they are still in Hololive and have their own fans that don't try to stir shit. ENfags have this weird idea that vtubers or at least Holos should have a parasocial bond with their fans and thus not be involved with males. Its up to the girls if they want to be like that.
