No, most of them already are, and have been since 2019, easily. It's mostly Hololive's designers catching up to where everyone else is. Except Nijisanji, who are a weird mix of underdesigned for some designs and overdesigned for others, with very few in between.

Considering how vtubing started by embracing the overdesigned character aspect of anime culture, they kind of always have been? While color schemes are kept simple so they're easy to spot in a distance, bundle of accessories and clothes with a lot of layers were always a thing.
The whole point is to have a design on screen with someone's voice coming out, so might as well make it big and flashy, you don't need to animate it for 20+ episodes or draw them 5 times a page anyway.

HoloX seems mostly fine. Chloe and Laplus might be a little overdesigned but not too gacha-y. Iroha's design could have been a Gen 1 or Gen 2 Holo.

Yes, but that creeping up to ever more elaborate designs has been going on for a long while.
Why? Because the easy "low hanging fruit" of simple designs has already been long picked. By that I mean the clear archetypes of striking easy designs that can be explained in very little words.
"She's just a normal jk school girl" or whatever has been done for a few years already, and if you debut with such a simple design now, you don't stick out against the masses of similar competitor (or worse, get compared negatively to the others who did it better before).
Same with "she's just a cat girl", "dog girl", "vampire", "angel", "demon" or whatever else is a common popular trope. That market has already been long grazed and filled. Now, to even have a chance at standing out (or avoid being seen as a copy of an already existing design), you have to go ever more elaborate, complicated, niche or busy.

What helps HoloX is that most of the details on the character models relate to their character archtypes. So Laplus is wearing a power limiter collar and this very chuni outfit all with the dark purple color scheme which is kind of demonic. Chloe looks like a sexy assassin maid with her mask on.....which is pretty much what her character background hints at. The other girls all have outfits that are based around their jobs too, if you consider being a samurai bodyguard a job that is. This approach allows for a very diverse group of characters who also fit together as a unit.

There's 1 fatal flaw nearly all female vtubers fall into, and it's the fact that while men do, women are.
Almost every single male vtuber's lore is about a job. DJ, Cop, Motorcyclist, Super Hero, Duellist, Bartender. Men Do.

Eh, Polka was a bit over-the-top as well. Not hating on her, I love funny fennec, but her design sans the personality gave me pause. I agree that council, taken together as a gen, marked a distinct design change in the direction of excessively busy designs, with more details than the streamers can even pretend to make lore out of.
