The general rule of thumb is Twitch if your content is primarily based on livestreaming and YouTube if your content is primarily pre-recorded and edited.

First, ask yourself if you would watch a streamer of your skill and experience. Second, do a check on social media and look to see if other streamers are already creating similar content. Don't limit yourself to vtubers, include traditional real life streamers to scope out a potential audience.

That's the only way to grow outside of just getting extremely lucky from some random viral clipper or someone getting attached enough to shill you. A majority of a creator's growth should be happening while they're offline, that's how you know it's working. Clip compilations for youtube, posting your best or favorite clips on twitter with whatever vtuber hashtags people are using, and just generally being "visible" even when you aren't streaming.

Why can't I find a mama? I tried various Japanese artists (from 20k to 100k Twitter followers, none have done anything for big corpos before though they are all mamas but their children are usually two-views) but they all said no, usually invoking scheduling difficulties or saying they don't accept VTubers at the moment. Is 4k USD too low for the design + model (without rigging, of course!)? Or is there some more general factors at play here?

I wouldn't say it's too low, because that absolutely seems reasonable.
But a LOT of vtuber artists ask for a character sheet. If you're coming to them with an idea for your character, but no specific art of them already done, it's running a risk of them making the model and you going "nope, don't like this chunk of it".
If you don't have a model vaguely designed, maybe start looking for a character/reference sheet drawn up, then use this to get the model.

The issue is that most Japanese artists I like are simply "bigger". I don't want to go for a smaller artist on purpose when I know that I am not 100 % on-board with the art style. I know myself well enough to know that if I don't adore the model, I won't be motivated to stream.

I’ve been thinking of going to maybe at a minimum 2 streams a week, Friday and Saturday but that’s mostly because doing streams during the week is a little tough on me. Maybe I need to start making streams shorter? I’ve been going 3+ hours lately which takes me to around 1am my time and of course I still need to take care of myself. Rigging and Live2D animation is a rare skill that only really exists for this one hobby. Plenty of people learn art just to learn it.
Riggers know they have something rare that people really really want and have driven up the price. And I mean when your commission queue instantly fills up thats what you do. Put the prices up and up until it doesn't.
