Hololive (EN and JP) almost never work with indies unless they're prolific. It would also be pretty stupid for them to fire someone (Rushia) and someone who graduates (Coco) to return and collab on their alt accounts. So it's not shadiness, it's just common sense. Also keep in mind, many of the JP girls says they hate outside collabs, this includes even the defunct Vsinger branch and Stars, so if they rarely wanted to collab outside their circle WITHIN the company, imagine collabing with someone who tried to throw you all under the bus.

They might hate outside collabs with people they dont know sure, but the person behind the vtuber doesnt change so it makes no sense for them to hate a collab in this case when they loved to collab before. Thats why at first i thought it was a JP thing. Their culture is so obsessed with sucking up to their company that they have no problem abandoning friendships to save the company's face.

But then I wonder why none of the ID or EN girls have done a collab? Then I realize Cover must be stopping it somehow. But why would they do that if as you said they left on good terms? It only makes sense that Cover thinks of them as mistakes and wants to sweep them under the rug, despite all the good they did for the company. Two of their highest earners and they have been wiped out of Cover like one of Stalin's enemies.
