I think the quality setting might be reduced, overall. Would also explain the anti aliasing.

If it's UE4 the Temporal AA would be pretty good at making almost anything smooth, because it works in the post processing pipeline.
Might be one of the sacrifices she had to make to get it to run at home.

I have my suspicions how the bigger companies do it, based on some odd things that happen in their cases (e.g. physics of the model having smooth frame rate, while the model's tracking having issues, etc). But I feel like it would be overkill, because it involves multiple PCs doing different things.

I wish people understood this about computer graphics. Especially the "who knows?" part. Aside from some fundamentals of the math, it's hard to say exactly what the issue is unless you know their system.
I haven't written any shaders since OpenGL 3.2 (maybe 3.3? I am an ojisan), and on top of that GPU-based and engine-based features are crazy compared to the 00's. So I know not to speculate too much when I see something that looks off.

I can still see something is odd, and say so, and maybe say "It might be the choice of lighting clashing with details of the shaders!" but that's like eating a streak that tastes strange and saying "It's because of how it was cooked!"

Here's what I assume went wrong (at least in Unreal Engine, but it would be similar in Unity).
Top is kson's Shader/Material, but I was too lazy to do the faux highlights.
Middle is what most other's use (probably a bit too simplified).
Bottom is a Cell Shading Material I made, just to show where you could take it. My Experiment how well this would work in UE5.

With all that. I think this stuff is overall pretty great. It just needs a bunch of little tweaks, and maybe some more visual direction. This is all stuff that comes with experience, which you only gain by trying and doing things.

Look, I know I am being trolled. I know it's 95% likely you're joking, but I once got my hands on some HPC gear that I shouldn't have...

1. So in case you're not joking: at that level of machine, there might be export controls.
2. Additionally, I assume it's a standard 480 Volts AC, so she won't even have the necessary power hookup to use it.
3. Zero chance she could find a friend who could meaningfully program for it without access to their documentation, which they will not have, and you might not even have.

Lastly, as for "Could it render her 3D?", if you have access to one of these, then you would know better than asking some randos on 4chan. The answer is "no", because while it can do FP-32 it isn't built for anything as simple as processing a stream of video data. I wouldn't expect the libraries to be optimized for that at all. More like crazy CFD or FFT workloads. Giant sparse, N-dimensional matrices, not latency-sensitive graphics workloads.

Both logistically and price-wise, you might as well buy her a A6000 or two than try to negotiate a cabinet-sized supercomputer all the way to Japan.

I always have to re-read my own self-written guide before making one. Normally getting it under the filesize limit on 4chan is the challenge, but it looks like you aren't anywhere near that. Here's my notes for a VP8 webm:

- Two pass process.
- Strip audio with -an.
- Tune -crf between 4 and 63, lower being higher quality and higher file size.

ffmpeg -i input.mp4 -b:v 0 -vcodec vp8 -crf 50 -pass 1 -an -f webm /dev/null
ffmpeg -i input.mp4 -b:v 0 -vcodec vp8 -crf 50 -pass 2 -an output.webm

So it's a game of changing that 50 to a value as low as possible without going over the file size limit.
