There’s really no way of knowing which contract is preventing her from streaming on YouTube. Twitch, VShojo, and Cover all seems to have pretty good reasoning on why it’s not them. It's not Twitch, they ditched the exclusivity thing. It doesn't make any sense for it to be VShojo, as nobody else has that restriction, it's not their style, and it doesn't even make business-sense. The only explanation is Cover, or a complete misunderstanding of something on her part. It may also be the case that her lawyers are trying to keep her away from Youtube for their lawsuit against antis (Lulu from Niji was in that same scenario) but it doesn't make much sense for that to carry over to Nazuna.

Management would be biased towards Twitch due to their links with it, and there are a lot of advantages to streaming on Twitch, like how all of the other VShojo girls use it
However, the main issues, the crucial problem, is that the Japanese don't use it and they're not adopting it. I feel like that's the biggest problem for her right now, and it's not like Management would have been able to predict this in advance. It's coming to a head now because it's obvious that staying on Twitch only won't be doing her any favours.
Also, I can't speak for the Japanese side, but the English side have definitely had a few issues here and there.

The recent Nazuna stream really was a good thing, it’s the most emotional public thing that can be talked about and it had translation live, that shows how she really cares and wants the best. I even say it might have been worth letting the archive stay and (bear with me here…) letting translation channels make videos on it. Lots of eops have not been keeping up and are still surprised to hear her voice again. A little bit of word of mouth can be helpful. Also it might cause some other en vtubers to reach out to her, like how snuffy raided her (not my favorite type of content, but if she’s helpful I can’t complain). Her raiding Bao as an icebreaker would help her with that kind of anxiety about bothering someone she doesn’t know.

The simple matter is discoverability on Twitch is non-existent for most people. Hardly anyone on Twitch genuinely goes into tags or topics and browses for streams to watch, and aside from that, there's about a handful of "recommended" streams on the sidebar and the front page and that's all there is for discoverability. On top of that, the average person who uses Twitch isn't Japanese, they're English speakers, so most of them won't even attempt to look at a stream if they think the streamer is Japanese because they won't understand it, without even realizing that she has TLs all the time.
There's been talks of UI improvements or algorithm changes or what have you over the years, but even with all of that, you can't really change how people use the website. People "browse" Youtube for shit, hardly anyone "browses" Twitch for shit, which allows Youtube's algorithm recommending all sorts of random small shit (being "blessed by the algorithm") to work in its favor. If you actually go onto the front page of Twitch you'll find recommendations, but hardly anyone does that, even less are willing to browse around.
Also jesus christ, get rid of prerolling ads, it kills random browsing. Nobody wants to click onto a new stream and be greeted with 30 seconds of ads. I give some positive feedback from time to time (including tips on how to grow on twitch) but without any kind of direct contact this is pointless, isn't it? I see also posts after every stream ends talking about how cute she was and how they like X part she did during the stream.
Also, there's nothing wrong with criticism as far as it fair and constructive; that's how you make your craft better.
What you may be mistaking and i realize myself is that some times i'm commenting the stream here making like a post every 10 minutes and sometimes i end up having 4 posts in a row. This thread is waay quieter when there's no numberfags, troll baiters or all kinds of anti-something going around.
