I can tell you've never actually paid for commissioned work before, because even independent art commissions will have a step near the end where the artist shows you their work and asks for any criticism or desired changes so they can fix it if it's not good enough or they missed anything. This is a totally normal part of the process that Cover seemingly dropped the ball on. Those problems were Cover and only Cover being incompetent. As long as the 3D models ain't shit (e.g. Kagura Mea) and historically no Holos were shit, the rigging and problems can be fixed at anytime. The one where Gura and Anya's Live2D rigging being awful is the fault of a contractor and hassling contractors are a pain in the ass due to them not being in-house.
