it's honestly pretty common now, I think I've encountered it in nearly every 1st world country I've been in recently. Not so much the US though, but that's edging towards 2nd world anyway. A lot of them *were* lowlives and they risk their lives to do dirty jobs for corporations and terrorists because they want a better life.
