The problem I see is that the clipper did not provide commentary, editing or anything substantial to make it transformative or original enough. It's also music. Some lawyers can maybe check whether this means the clip is owned by Cover.

I don't see how this is bad? Most clippers are fine. They don't even take down any of the spiciest and damning of clips that make a hololive vtuber look bad. They have only taken down Videos that make up narratives with translations, doxx posts, and clickbait. We can see this with the most hate clipper in the community, OtakMaru.
