Yes, at least with Vtubers. Most fleshtuber streams you'll see of fightan are dudes who are comp level. But most of the vtuber girls treat it like they're playing Bayonetta, and just rush in and start wailing. Go watch the Holo EN girls play Strive and you'll see what I mean.
I can't really blame them too much, if the closest thing you've played are single player action games then you'll instinctively assume you can jump cancel everything.
Still, it's a hurdle most of them never overcome, and just give up on. I was pleasantly surprised to see Amiya trying, and doing okay with Tizoc of all characters.

Casual streamers have trouble breaking past basics especially established variety streamers who will try to find an easy spammable move so they can interact with chat and dedicate less of their brain to the game.
SNK FGs(besides SamSho) also tend to be on the faster side with hops/hyper hops.
Streaming FGs requires you to be comfortable moving the character, recognizing situations where moves/attacks are optimal and being OK with the outcome win or lose which is why FG streamers tend to be dedicated to their niche.

at the start of a round, both players are in what's called "neutral." Neither has an advantage over the other. During neutral, no matter the game, players are effectively jockeying for their turn by trying to dip in and out of their opponent's range just long enough to bait an attack, but short enough they can still escape. The common misconception is that people think just rushing in and attacking will make it your turn, but that never works on accident/without skill, even in one hit games like Dive Kick and Footsies. This is because in any remotely balanced fighter, moves have both counters, and significant startup compared to single player games.

In a single player 2D action game, when you press attack, it instantly comes out. Where as in fighting games, there's almost never frame 1 anythings. Likewise, if a move is fast enough to be unreactable, it's short in both length and reach. Then in a lot of games, there's the strike-throw dynamic. Strikes beat throws, throws beat blocks, blocks beat strikes. What this means is that if you understand the basics, if you and a buddy who's completely new to FGs play a new game together, if you understand the basics, you can win near every time just by using the appropriate counter to whatever he's spamming. eg he's spamming punches, so you focus on blocking, retreating, and using long reaching moves to attack him, like most heavy (D) kicks in KoF.

There's a ton more details to them, like using aerial/high moves to hit crouch blocking opponents, but the general gist is that RPS dynamic in the games systems. Even the simplest one of them (Footsies) still has an RPS system, with supers crushing normals, normals reducing number of remaining blocks, and blocks stuffing supers.

I'm nowhere near competitive level, but the games are compelling and fun to play, when you get over the initial mentality shifty you need to start enjoying them.
