Alternating streams in Japanese and English without alienating your fans on either side is challenging and maybe even impossible. Coco doesn't even try it and Haachama's attempts have been very erratic. Loafy knows both and...still streams in Indonesian. Anya did a lot more JP when she started but has moved to mostly streaming in English now. Kiara has mostly given up on purposefully cultivating any Japanes fanbase beyond the ones willing to watch her stream in English.

As much as I love the chaos entity known as chammers, her english is terrible and I'm not even talking about the pronunciation which is bad but cute what I mean is she can not carry on a conversation beyond a basic level which leaves you feeling like you're talking to a 5 year old.

Pikamee is probably the closest to meeting OPs criteria her english is good but shes missing a vast amount of cultural context. Coco by contrast does have much of this context but I find her lisp and general thotery to be huge debuffs.

Pikamees English is obviously ESL, but her accent being nearly at 0 makes her the cutest ESL chuuba I've ever listened to, that and she'll sometimes speak English for minutes at a time before switching back to Japanese. I don't think I've never heard Coco speak English for more than 30 seconds at a time, and what little I've heard its kind of on Pikamees level. I thought she was also ESL at first but maybe its true, you can regress in your native language. She can still pick up on the cultural nuances of English like sarcasm though so I guess you can regress in speaking it but still understand it like a native, which pikamee trips up on often.
