The problem is Cover management would have strangled what Selen would have been able to do for projects and collabs.
AnyColor for all their fucks ups is extremely hands off when it comes to collabs, while all signs point to the collab ban on NijiEN for Hololive coming from Cover. And this doesn't get into all the males Selens collabed with.
Also their karaoke rules are restrictive as fuck even for unarchived streams. no way Selen gets to sing Disney songs.

The counterargument would be that NijiEN is the only group that actually had managerial interference blocking collabs with HoloEN and that Kson is currently banned from collabing with them, which would indicate that the ban was on NijiEN’s side. Also, seems like Cover management would prefer male interactions, though they officially don’t weigh in on it and the fans may disagree. Not to mention that NijiEN originally had more restrictive rules for karaoke before Cover ran into song permissions problems and Anycolor allowed them to sing western songs.

Counter-point to that is NijiEN was banned from collabing with other branches by Cover like HoloID. Meanwhile NijiID had no problem being able to collab with them.
We know this because Selen and Ollie both hinted at doing an Apex collab that got shitcanned, while Ollie had no problem doing a collab with more western known NijiID members like Bonnivier and Mika with zero issue.
Furthermore we just learned from Fumi that Nijisanji doesn't have any rule regarding collabs with people outside of Nijisanji, and rarely cares about who they collab with at all.

Someone like KSon is an exception to the rule given her checkered history and you could easily pull a turnabout and say Hololive hasn't collabed with her as well.

Finally, look at the timing of when NijisanjiEN and Cover were allowed to finally collab. It was after HolostarEN debuted and their numbers flopped. Why would Nijisanji allow Hololive to collab with them and risk hololive getting a foothold in the western male market?
So everything points to Hololive being the one behind the collab ban with NijiEN and it was only ended because they were desperate to shore up the Holostar's numbers and were willing to lift the collab ban in a throw everything at the wall and hope something sticks approach.
