Vtubers are roleplayers ultimately.
The japanese understand this well, and they play their role well. Honestly, it's probably the first sign of someone not being fit to be a vtuber when they don't "act", so to say.
When they are just using their model as a "skin", but they are just plain streamers, just like any other basic streamer.
A great example are some of the vshojos, and most of holoEN.
On the same topic, having seen the faces of some vtubers, if they play their role well, it doesn't even subtract anything from their value.
A lot of people are just fine considering vtubers "streamers" but that's not even the full picture. If you don't watch for the character that's being roleplayed by whoeverthefuck, might as well go watch xqc or forsen or whatever.

Funny you mention xqc, since he is known to pretend to be retarded just to trigger his chat. I guess in the broad sense everyone is roleplaying as a streamer, since i doubt most people are not that way in real life as they are when streaming.

There are several forms of entertainment in streaming. Some like to do that normal person act, the chill act, the rage quitter act, the seiso road, etc. This is true for people that have an avatar, a 2D or just using their regular face. I can say that a lot of streamers that are using their faces to stream are roleplaying. They sit in their gamer chairs and fully drown into a personality that is either egged on and/or morphed by chat. Your whole argument of just pointing it to vtubers is pretty much the same logic as saying all people that use a certain software should only exclusively use that software for what it is famous for. Which obviously noone will do. Just because the level if pretention that they are showing you doesn't entertain you doesn't really mean it's not entertaining for other people. To each their own.

Since you posted an image of Fubuki and Kurokami, I'll tell you that not all of holoJP roleplays. In fact I would say that roleplayers are a minority and most of them keep the roleplay at the absolute minimum, Suisei and Matsuri are example of that

Roleplay was not meant in that context.
It's about the capacity of the human being acting as if they were the character displayed.
From the english tubers, gura, zentreya, and juniper are good examples.
From holojp, haato, coco, peko, miko, koro, oka, fub, rushia, choco, noel, subaru and marine that come to my mind immediately. Pikamee is doing it right as well.
