What you're suggesting is copyright/IP trolling. It is also why very few creatives want to do significant fan work for Nijisanji, because that's what Anykara does to a degree. Kanauru has made himself a one-man media sweatshop from freely using the IPs of multiple vtuber agencies, and that's fine. Cover is super lax on their IPs being used even for commercial purposes by fans and third parties, and they are being return in kind.
The ideal is people should be allowed, without permission, to just use, share, be inspired by each other's works, ideally as long as it isn't malicious. What you're suggesting should happen is a creative hellscape.
