She's naturally entertaining like how Gura is naturally entertaining. Some will disagree and not really get it, but you don't get Pekora and Gura's views just off of clips. Especially live viewers with Pekora.
The distinction between the two and the rest of the holos is hard to explain so the next part might be slightly schizo.
They're also both appealing to a general audience, and I'd imagine that some of the other popular holos filter people more, like Rushia's GFE, Korone's taste in games, Marine, Ina's chill streams, Matsuri's APEX obsession, Aqua's recent APEX obsession and Coco and Kiara's voices. Lastly, they both have simple but visually appealing designs that appeal more to a general audience.
Maybe I'm talking out my ass but tldr they both have the most appealing (to a general audience) designs, personalities and content out of hololive and vtubers in general considering they're two of the most successful.
