What Chammers does is more about looking at vtubing itself as a new medium.
There’s an inherent suspension of disbelief in the use of a vtuber having an avatar, which means it’s somewhere between a 3DPD livestream and an animation. Haachama using that grey area to create a long-form experiential narrative for a live audience, in a way that neither regular livestreaming or animation can deliver is innovative.

The story that her core JP fans cycled over the years is absolutely true. I'm talking about the fans that engaged her on Twitter constantly. They talk with each other on the JP Haachama Discord Fanserver. Most of them gave up on trying to give her any constructive criticism because she kept telling them to fuck off. They just hope she gets bored of doing whatever it is she is doing that they don't like at the moment. Some of them have already moved on to watch other Vtubers.

Haachama currently had no real relationship with either her JP or EN fanbase. They were both just her unconditional mental health support groups while she cycled in and out of depressed withdrawal from the public eye. If she returns, she has to learn how to interact with her fans again. Haachama needs to build a fanbase based on trust instead of holding them emotionally hostage.

There is. February's COEXIST arc and April's time travel arc are pretty much self-contained and we're currently in the 3rd lore arc (you can tell because she'll change her Twitter banner each time we entere a new arc). This new arc is supposed to introduce a new character that might or might not be Red Heart (from the "non-canon" period of COEXIST) / GODCHAMA but so far nothing substantial has really happened yet.

I've seen the screenshots of these fan discord cucks someone tried to post, they were rightfully ignored because the entirety of their criticism was begging her to stop trying new things. If they are indicative of more than a small portion of viewers, then it was better for her health to enjoy the passive praise of reddit telling her the lore ideas were cool even if there was obviously lots of room to improve by her own admission.

Remember that she's both barely over 18 and an aspiring artist, expecting her to do the same cute daughter experience after 3 years and not evolve into her career is crippling.
