things I would have done.
1. go to a speed testing website, I use fast.com since its run by netflix so its pretty secure
2. run a traceroute to youtube and see if anything is hanging
3. run a traceroute to the minecraft ip and see if anything is hanging
4. ip release/renew
5. flush dns
6. reset winsock
7. check physical connection (people should use physical whenever possible to prevent attenuation problems of the wireless signal interacting with walls and other barriers)
8. turn your computer off and on again
if none of those work then its an ISP issue that they need to fix

Factory resetting a modem has various different complications ranging from software and firmware being out of date, the ID of the modem changing so it cant handshake with the ISP anymore, actual physical issues from being hard reset like a power surge fucking a capacitor, and the list can go on with other shit that I cant remember right now.
