Looking at the chaos of announcements the fan club put out since reopening in 2022, it looks like the entire thing was just pure hell for Cover and its talents to deliver on with little reward for anyone involved. Also, a traditional fan club doesn't make a ton of sense for streamers because they already interact directly with their fans on a daily basis. Better to let talent/managers to decide if they want to run individual FC pages like Sora's -- makes licensing, merch and all the contractual stuff much more manageable.

The FanClub was a NicoNico thing way back then.
They ported it to it's separate page at the same time as Sora's FC. Also a NicoNico thing. Sora keeps it open probably because it's the first FanClub she had and many old fans come from that NicoNico club. It was the only membership she had before opening the YT one. Everybody was asking why she didn't open the YT membership until she conceded in the end for the emotes.
Sora's FC has started to sell some time-limited merch.
It's probably that they have membership open on YouTube and a hololive shop running in other services.
It makes no sense to have that backwards FC page running.
