Very true with COVER missing for the best opportunity with KR, but I can see why they've taken so long. Aside from HoloEN, every other sidebranch was underpreforming, with one completely gone thanks to the uppity bugs. If they'd aimed to launch it in Summer '22, they'd probably have had to start work around Fall '21, when "council wasn't doing as well as they expected" (stupid fatgur) and ID's biggest numbers were only obtainable when Moona was Pekoleeching. ID3 wasn't here yet, so COVER probably thought they should hold back on more overseas branches for a while. Another big problem with a KR branch is that those that would be the audience generally prefer JP idols to the KR ones, so success with the target demographic wouldn't be guaranteed. I do think 2024 will still bring a KR branch, though. Mistimings seem absolute with COVER, and a KR branch 2 years later than optimal seems about right.

I think it's more about taking traits from all these industries and making something new, something entirely different.
And i think we are already on that track, a fangame made up entirely of vtubers is getting 30k+ CCV these numbers are only reserved for big game.
Hololive atleast is in a very unique state right now, they aren't entirely focused on music, streaming, video creation, games but all of these aspects and talents work together to create a very unique brand.
