In English nuance that phrase is quite often used as like saying "you're bragging for no good reason." If it's not that it's like, if you're the coach of a sports team or otherwise some kind of boss then you say that to your team. It's kind of hard to relate it to "so yeah she's saying that like the KFP CEO" when she doesn't bother to clarify that she's speaking from that RP role. So, there's no real reason to phrase it quite like that, instead of just saying congrats.

It implies, if read flatly to a native speaker, that she's openly salty and thinks Ame doesn't deserve it. It could be, that Kiara's ESL-ness and overall disregard for politeness in English (swears all the time etc) comes from her thinking of English as some not-quite-real international/internet language and doesn't realize exactly what she's saying, but to us she constantly talks in a sort of barbed/double-edged meaning way all the time. That's the impression I get from watching her. There is no evidence beyond reading someone. It's based on subconscious processing of complex cues in voice, tone, word selection, etc. It would take ages to consciously break down what exactly the issue is and require a lengthy essay with autistic amounts of data and it STILL wouldn't make sense to people who don't feel that way because a lot if contextual.
