Overall the numbers mean different things.
JP viewers are more inclined to spend money and are relevant market capture for Covers other activities such as product endorsements, sponsorships, merchandise and live events.

The english market is generally a lot less willing to be parted from its money and more likely to ignore product placement.
So in terms of Covers revenue a JP girl with 3.9k viewers is worth a lot more than a EN girl with 9k viewers.
