Humans are hard coded to pay a lot of attention to eyes. The only reason we even have eyebrows is for communicating emotion.
There's not many ways to do them wrong, but it's pretty striking when they're done well. Gura's is probably the most aesthetic and thematically on point in Holo EN. It's like staring into the ocean. Shiori and her sister Sukoya have really unique eyes that project a lot to someone who sees them. A lot of the pre-debut memes around Shiori were because of her eyes.

Rule of thumb, you want luminous eyes. A large amount of bright color with some shapes to define borders and avoid them looking dead or empty.

Personally I love how spiny Giri's new eyes are. makes them very unique. They were spiny on her V2 too but the V3 makes the spines much more pronounced. Also a big fan of Geega's eyes specifically for the colors. Red and blue feel like a very easy thing to go for if you want heterochromia, but it's a very specific pleasing magenta-y shade of red and a very silvery blue she's going with. The way they look isn't too special beyond that but the colors I've always loved.

Eyebrows from pre-modern humans were very robust because they 100% only were to avoid sweat in the eyes as you mentioned
The more social we got, the more our eyebrows got "optimized" so they also work to display emotion at the expense of not being so effective as before for sweat. You can still see the good old big eyebrows in people everywhere, maybe not as much but still.
Also, humans are the only species that domesticates, so we also have self-domesticated ourselves, cue we getting exponentially smarter over a fairly short amount of time and everyone else just, stopped trying to go smart.

In my honest opinion, eyes are essential for vtubers. Without eyes they wouldn't be able to read the chat, or operate OBS. Heck, they wouldn't even be able to start the stream.
