Japanese replace the hard R with an "a" sound. Arby's becomes Aabizzu and so on and so forth. Ipso facto Flare is Fure-aa which also sounds like Freya except with an ah sound instead of an emphasized ya sound at the end of the eh sound.

Freya is more of a light elf name while Flare does have a cooler ring to it more fitting of a dark elf. It's thematically appropriate, nip misunderstanding of racial connotations aside.

It doesn't actually matter what she says. Lucia means light which ties into her luminous butterfly motif, while being a feminine analogue to Lucifer which ties into her necromancer lore. If she claims otherwise then it just shows she doesn't truly understand the meaning or significance of her own name. Or she's trying not to get cancelled by crazed religious zealots. But we all know it's just a stylistic choice rather than her being an unironically Satanist, regardless of what crazed Christian fundamentalists may think.

To add to that a bit, while it sounds like a lame theory like "come on, they'd totally butcher her name because they can't say it?" well yes, they did, but they probably are only dimly aware that they did - nor would they necessarily care if they found out some of us suspect think she's saying her name wrong to our eyes.

She was designed for the JP audience utterly, as back then as it was around Gen 3's intro that Holo started to get noticed in the West at all-at all so they no doubt had no worry or even consideration that we'd think her name possibly looks a bit funny. So they'd just be thinking like "why the fuck would a gaijin whine about the pronunciation, how will they ever even know who she is", if that subject ever came up back which I highly doubt. But if it did, they'd dismiss it something like that. Lastly, Rushia herself probably wouldn't be able to say her own name right more likely than not trying to enunciate 'Lucia' and it'd throw the JP audience for a bit of a spin attempting to pronounce it 'properly' when most of them would botch it and be some pointless trifle getting in the way of the talent.
