Okay, let's try this. Suisei is pretty clearly regarded as being the best (voice+technique+popularity+accomplishments) singer in Hololive. However, after her, the 2nd place is pretty well contested between a lot of Holos who release banger after banger (or at least have a lot of great karaoke covers). Gooba has a very pleasant voice. Moona should rank higher, but Goomb's voice is so easily identifiable AND pleasant.

I don't think Gura and Mumei have the portfolio to be included. They just don't have enough songs for us to Judge.

Moona is very good but it's kneecapped by her English enunciation.
Risu, like Mumei, are amazing but she doesn't have enough actual music for us to objectively judge.
Mori is okay, but she only started singing reps recently (and by recently, when she joined hololive). I don't doubt she'll get there someday and she's a fast learner, but everyone else has a head start. Though she has a weird skillset like Marine.
Marine is also just okay, not an amazing singer but she has godlike vision and design direction and thus manage to create very polished products.
Based on the entire Irys catalog, she's perfect - but it's also not her catalog so I unfortunately cannot be too invested, sorry.

If we're basing it on talent and skill alone, Suisei won't actually be #1 and that'll probably go to Azki, but since we're judging them based on the combination of things (that's why Mori and Marine are even in the list, because they have other skills) she's the top.

As someone who actively watch karaoke streams, Irys and Mumei always meets expectation. Almost everything they sing is legit good. Marine has a unique voice that is very good for certain songs. Nerissa is subpar on everything but when she goes acapella or any theatrical songs, she blows everyone in the dust. No one in holo can match her control and i mean that geniuenly. Risu is good but it feels like she really need some vocal coach. Her live karaoke when compared to the songs she releases is night and day. For Gura, its very comforting and has a very unique gura-twist to the point that I prefer her version than the original. Suisei is kinda similar to irys and mumei you know it'll be good but with the added vibrato.

Is very complicated to make a top, because we are talking very different types of voices. Like, Moona and AzKi are equally good by all metrics but are very different voices, suited for very different kinds of music. So with those 'tops' is basically like comparing a country singer with a soprano. So you need to have categories because we are talking about different singers, fitting different labels.

As a musician Cali is obviously number 1 in Hololive, she is accomplished, she makes her own music, and is not afraid to experiment and go out of her comfort zone. But the best voice? That's complicated, and it really depends on the music as everyone has their strengths and weaknesses. Marine for example is the best for city pop and old school anime music. But I don't think she will do great outside of that sound. Mumei really surprised me with her rock karaoke's, her voice is very suited for that kind of music, and comparing her early karaoke with current went, she really evolved a lot. Bae has a very strong voice, and is very versatile, and I think she is severely overlooked in those discussions. Kobo is also missing from this discussion weirdly enough despise her capabilities and universal appeal. I am not fully sold on Nerissa yet, because she is too focused on her voice, and doesn't have her own sound yet.
Suisei is indeed by far the best singer, because she is insanely versatile, and at this point I am yet to see a genre or sound where she is weak - pop, jazz/blues, rock, idol music - she can do anything, and she is still evolving. Risu is up there too, unfortunately her position in ID, just like with Moona, are limiting her opportunities and the chance for her to establish herself as a singer. Add to that her lack of ambition, and there you have it.

Towa has a nice and distinct voice, but she is nerfed a lot live, as she tries to hit way above her weight, and probably didn't find a fit trainer to help her evolve.

Irys and Azki are tied, as both have very marketable voices, with great technique and versatility, but mainly suited for Japanese pop.

Kanata is also very good from what I've seen, but I never got much into her music, so my knowledge is limited.

Watame is another one with marketable voice, and very good technique, and experience, as she seem to know very well where her strengths and limits are.

As for Gura... personally, Gura is my favorite voice in Hololive. Her voice is just magic. Each time I put on her karaoke music, it just give me joy no matter how stressful or under the weather I am. Is also very gentle and doesn't exhaust me as other music does. Is crazy, is like she can inject charisma through her own voice.

Some of her best stuff is where she sings softly or alternates between soft and powerful, though. Her Shoujo Rei cover immediately comes to mind, it's extremely tastefully done and very emotionally charged. For originals, Ryuseigun, comet (midnight jazz arrange), Debutante Ball and Yoru wo Matsu Yo are excellent displays of her softer voice too, she has a really expressive voice and saying that she's just a power singer is a huge meme. Not like being a power singer and being expressive are mutually expressive; literally the foundation of most of rock's most legendary vocalists comes from powerful but soulful singing.

That said, yes AZKi is fucking amazing. I have no fucking clue how OP could possibly forget to include her, she's easily a contender for #1 best singer in hololive. What you say are AZKi's vocal qualities are true and I completely agree; her song "equal" https://youtu.be/JaTS4xhV7b8 is my favorite original song from her and it perfectly showcases all of it. "Take me to Heaven" is another excellent example of it. One of the criticisms I hear from her voice is that she's too "whiny" and that she "can't hold a note" which is utterly insane since that doesn't diminish her singing skill in any meaningful way (and also literally false, just listen to Take me to Heaven).

Honestly, I couldn't tell you whether I like Suisei or AZKi more, so I usually tie them as my #1 favorite singers. They're both so good at what they do, and pretty much always give me chills when they go all out and start feeling it. For me it's fucking bliss when they sing together, their voices compliment each other so well and whichever weakness one displays is perfectly covered by the other. No wonder why almost everyone agrees that their Holofes 5 performance of The Last Frontier is the highlight of the entire event.

I feel like Azki and Irys both have interesting positions in the holomem singing ranking.
A lot of people would agree that both of them have the technical skills to perform a song perfectly, but they of course lack in power unlike the likes of Suisei(or Moona). So they would rank high just from their pure technical ability, personally I would rank Azki higher than Irys due to Azki's ability to inject emotions into her songs(Inochi is a prime example).

Kobo on the other hand is solid. Her voice might not be the best but her singing is always consistent, even Risu and Gura still out of tune from time to time. Kobo has that professional singer level pitch control like Suisei. And there's no doubt about her achievements.

I think Risu is the better singer and really like her songs.
But admittedly Suisei is more prolific and I do enjoy the recorded version of Debutante Ball more than any Risu recording.
However Risu's performance of Alice&U in the 2023 is by far the best live performance of any Holo talent.

Marine has insane production values and she has the best orisong IMO: Unison. An honestly incredible track.
