Cover doesn't really say that all members for a generation are chosen just by standard auditions. Some are very likely to have received private offers to graduate from their indie channels to join them as a new idol asap. To increase the chance of them accepting it, everyone got manipulated beforehand by Cover employees for example by more frequently asking if they would like to join Hololive in their chats to let them slowly recognize Hololive as only future-proof alternative to further their careers. With absorbing (semi-)popular indies they basically kill their competitors off. If they get a member of a group to graduate and join them, they potentially killed the whole project/small agency of them off.
