This question is less about who you want on your side and who you DON'T want to face off against - sure there's no guarantee that haachama will actually bother helping you instead of raping haato, but if you don't pick her haachama can canonically detonate the fucking earth so I wouldn't take the risk. Matsuri, subaru, pekora, and miko are all basically non threats and as far as I know incapable of combat, while suisei and rushia, despite having a reputation for psycopathy and something akin to bpd respectively, are still pretty small and armed only with kitchen knives, an awful weapon against humans. You might argue that rushia can simply resurrect her fallen teammates but all that means is we need to pick her off first (in fact she might be possible to convert to your side by making her fall for you, sadly I'm too autistic to manage something suave like that). Ayame could be quite a threat actually seeing as how she's a demon armed with katanas, but it's a choice between her and ame and time travel is fucking broken - ame could travel back in time from the future an obscene number of times, meaning there could be literally thousands of ame clones all wielding little handguns, and by nature of the volume of bullets at least one will probably strike Ayame down - and that's just one example of how to abuse time travel

You guys should think of them as of servants from Fate series. So, you take them as a normal humans, then give them super-buffed strength and speed (all of them), and then you give them some sort of a phantasm abilities based on their legends, memes and rrats.
But slots for all their shit should be equal.
You can actually use Fate Core system (don't confuse with actual fate\stay night) to describe their characters.
5 aspects, pyramid of skills with +4 topping, 3 stunts. That's enough. The system is good for incapsulating the whole character and the maximum he\she can do in the narrative, to keep things fair and balanced.
