it's a game by the same dude who did LSD dream simulator back in 1995, there is a bunch of these artsy super creepy almost non games for mac from the 90s
Some did get ported to windows, but most didn't and you need either an old ass mac (these are mostly pre power PC era, and don't work with Intel Macs or M1 Macs) or an emulator to try to play

Cosmology of Kyoto is also quite similar to this, and it did get both ported and translated to windows, you still need an emulator, the win version is for win95 and W10 has no support for it
