I always thought the claims of her "pekora laugh" were overblown. Her laugh sounds nothing like Pekora's, she has this inhaling kind of scratchy laugh, Pekora has a much sharper "hah hah hah!" kind of laugh. I think people made that connection because Kiara expressed the fact that she loved Pekora, and like Pekora, Kiara has a distinctive laugh.

But yeah I think her little "pfft" giggle she does sometimes is much cuter.

Mori has more music experience and released actual albums, plus JPs are comparatively obsessed with her. It was surprising that Cover considered her that important that they'd let her sing the OP, but if it was anyone from holoEN it would most likely be her. It's just a combination of factors, I don't think they'd consider Gura either for example, even though she voicemogs everyone.
